The Bill states that the US will provide financial, educational and humanitarian support to a transitional government that excludes Castro’s government and elections to be held under international supervision. A decision by the Dutch government to withdraw its aid from Suriname’s structural adjustment program may force the government into considering alternative funding, including the International Monetary Fund (IMF). The program drawn by the British firm, Coopers & Lybrand was commissioned jointly by the Dutch government and the European Community (EC) with inputs from the World Banks and the IMF. Former US President, Jimmy Carter has been approached by Haitian Army General, Raoul Cedras to help with the implementation of a UN brokered plan to restore democracy to Haiti. The details meetings have not been divulged but they raise several issues including the involvement of President Carter at this stage in the process.
