of collecting and analyzing educational data. Their work is crucial to the planning and development of the country’s education sector. The collection and analysis of data aid these agencies in implementing the government’s policies which are designed to promote educational development. The work of planning and research is directly linked with the collection of data which allows for the analysis of trends and the assessment and monitoring of system performance. Educational statistics provide a means of carrying out both quantitative and qualitative analysis. They raise probing questions such as, what is the state of education in the nation?; what percentage of the population is actually accessing education? The information garnered from such analysis is vital in assisting with the development of strategies to further improve the education system. It is evident that approaches to answering these questions ought to begin with collecting accurate statistics which can allow for comprehensive analysis, which can assist with the development of relevant educational policies. These include, but are not limited to, policies that impact school capacity, enrollment trends, and student progress as reflected in the national examinations. Decision makers, with the aid of this digest, now have a tool to guide and assist them in observing current realities in the education system. This document can also aid in recognizing patterns and trends in data that will hopefully stimulate questions which can facilitate the necessary improvements needed to propel the education system. A tool such as this National Education Statistics Digest is paramount in exposing educators and the general public to the business of education in our country. Reporting in this fashion brings a sense of responsibility which is vital in making persons aware of the efforts that are being inculcated and the resources being utilized within the Bahamian education system. It is hoped that this endeavor be a fruitful one that will allow for open discussions, topical debates, in-depth research and meaningful reflections that will cause all policy makers, educators and the public as a whole to gravitate to understanding and appreciating the value of data. 8 The Ministry of Education, Science and Technology Mission Statement The mission of the Ministry/Department of Education is to provide opportunities for all persons in The Bahamas to receive the education and training that will equip them with the necessary beliefs, attitudes, knowledge and skills required for work and life in an interdependent, ever changing world. Philosophy and Belief Statements Education in the Commonwealth of The Bahamas is the principal vehicle for promoting the development of individuals and the nation as a whole. It is esse ntial to enhancing the quality of life of our people. It reflects our nation’s ideals, values, beliefs and customs. It affirms that all human beings have an undeniable right to an education, one that will enable them to understand their privileges and responsibilities in the community. Its specific focus is to prepare our youth to become active citizens who will become a caring and compassionate people, and who, as life long learners, will continue to improve the quality of life for themselves and others. Hence, the philosophy that guides education policies, and informs the provision of education, formal and non-formal, in The Bahamas is grounded in the following principles: • A belief in the intrinsic worth of every human being and the protection of human rights; • A belief that all people should have the right to an education which fosters a sense of self-worth and an improved quality of life that will enable them to be fulfilled at all stages of their lives; • A conviction that educators, parents, students, young adults and the wider community must share with the government the responsibility for the success of the educational enterprise; • An uncompromising commitment to the pursuit of excellence by teachers, trainers, learners and all who are associated with the educational enterprise; • A belief in the ability of the teaching/learning process to unlock and draw out the fullest potential of the individual; 9 • A belief in the value of the differing gifts and aptitudes of individuals, and in the importance of these differences in an inter-dependent society; • An appreciation of the significance and value of the rich diversity of The Bahamas and its people, and of the responsibility of the educational process to reflect and respond to that diversity; with tolerance and understanding; • An appreciation of the natural and cultural heritage of The Bahamas; • A recognition of the obligation of all citizens to contribute positively to their society, and of their right to enjoy its benefits; • A commitment to those qualities which are recognized in the preamble to the Constitution of The Bahamas as being essential to the development of the moral character and preservation of the freedom of our people: “Self-discipline, loyalty, unity and an abiding respect for Christian values and the rule of law” • A belief in those principles of democracy upon which our independent nation was established and which ought to be reflected in all aspects of the education process; and • Recognition of The Bahamas as part of a wider world community which it must value and with which it must interact productively. Century) 10 NOTE TO READERS When interpreting the figures presented in this document, read ers should be aware that all schools did not complete the 2005 School Census. When possible, estimated enrollment figures, based on previous years, are used. These estimates impact school totals, district totals, island totals and also national total s. However, because the vast majority of schools did report, these figures do reflect the reality of our education system. Data presented is based on submissions from schools in respo nse to the 2005 National Education Census. 11 Glossary TYPES OF SCHOOLS ALL-AGE SCHOOLS: These are institutions that provide education for children between the ages of 5 and 17 and represent the amalgamation of the primary, junior and senior schools. In The Bahamas they include grades 1 through 12 and are typically found in public school districts located in the Family Islands. However, there are also many private all-age schools. JUNIOR HIGH SCHOOLS: These are institutions that provide education for students in grades 7 through 9 which is the intermediate stage in The Bahamian education system. They typically accommodate students between ages of 11 and 14. PRE-SCHOOLS: These are institutions that provide formal education for students between the ages of 3 and 5. In The Bahamas, this stage of education is greatly encouraged although not yet mandatory. PRIMARY SCHOOLS: These are institutions that provide education for students in grades 1 through 6 which represent the first stage of mandatory schooling in The Bahamas. They typically accommodate students between ages 5 and 11. PRIVATE SCHOOLS: All privately managed and operated educational institutions, regardless of whether or not they receive financial support from the government. PUBLIC SCHOOLS: These are institutions that are operated and managed by the Department of Education and fully funded by The Bahamas government. SECONDARY SCHOOLS: These are institutions that cater to children between the ages of 11 and 17 and represent the amalgamation of the levels junior and senior high and include the grades 7 through 12. SENIOR HIGH SCHOOLS: These are institutions that provide education for students in grades 10 through 12 which represent the final stage of mandatory schooling in The Bahamian education system. They typically accommodate students between ages 14 and 17. SPECIAL SCHOOLS: These are institutions that provide education to students with severe disabilities. These students deviate from the norm in mental characteristics, sensory abilities, neuromuscular or physical characteristics, social or emotional behavior, communication abilities and multiple handicaps to such an extent that they need special education and related services in order to maximize their potential. Typically, students in these schools follow an individualized education plan and are not grouped using the conventional grading system. 12 ENROLLMENT RATES AGE SPECIFIC ENROLLMENT RATIO: Percentage of the population of a specific age enrolled, irrespective of the level of education. APPARENT INTAKE RATE: Total number of new entrants in the first grade of primary education, regardless of age, expressed as a percentage of the population at the official primary school-entrance age. GROSS ENROLLMENT RATIO: Total enrollment in a specific level of education, regardless of age, expressed as a percentage of the eligible official school-age population corresponding to the same level of education in a given school-year. NET ENROLLMENT RATIO: Enrollment of the official age-group for a given level of education expressed as a percentage of the corresponding population. NET INTAKE RATE: New entrants in the first grade of primary education who are of the official primary school-entrance age, expressed as a percentage of the population of the same age. TRANSITION RATES: The number of pupils (or students) admitted to the first grade of a higher level of education in a given year, expressed as a percentage of the number of pupils (or students) enrolled in the final grade of the lower level of education in the previous year. TEACHING-LEARNING PROCESS PERCENTAGE OF REPEATERS: Total number of pupils who are enrolled in the same grade as in a previous year, expressed as a percentage of the total enrollment in the specified grade in the current year. STUDENT-TEACHER RATIO: Average number of pupils (students) per teacher at a specific level of education in a given school-year. Teachers are defined as persons whose professional activity involves the transmitting of knowledge, attitudes and skills that are stipulated in a formal curriculum programme to students enrolled in a formal educational institution. TRAINED TEACHER: A teacher or school administrator who has received a professional certification in teaching in addition to his/her academic qualifications. (e.g. teacher certification or Diploma in Education) UNTRAINED TEACHER: A teacher who may or may not have an academic degree, and does not have teaching certification. 13 FINANCING OF PUBLIC EDUCATION PUBLIC EXPENDITURE ON EDUCATION AS PERCENTAGE OF GROSS DOMESTIC PRODUCT: Total public expenditure on education (recurrent and capital) expressed as a percentage of the Gross Domestic Product (GDP) in a given financial year. PUBLIC EXPENDITURE ON EDUCATION AS PERCENTAGE OF TOTAL GOVERNMENT EXPENDITURE: Total public expenditure on education (recurrent and capital) expressed as a percentage of total government expenditure in a given financial year. PUBLIC CURRENT EXPENDITURE ON EDUCATION AS PERCENTAGE OF TOTAL PUBLIC EXPENDITURE ON EDUCATION: Public recurrent expenditure on education expressed as a percentage of total public expenditure on education (recurrent and capital) in a given financial year. AVERAGE NUMBER OF EXAMS ENTERED: This figure indicates the average number of examinations sat by each candidate the school has entered for an examination. It is calculated by dividing the total subject entries by the total number of candidates. CANDIDATES: This is the number of students registered to participate in the examinations. CANDIDATE SUBJECT PARTICIPATION: This number indicates the rate of actual participation by those candidates who entered in the exams. This indicator gives an idea of what percentage of candidates actually participated sufficiently to receive a grade. OVERALL PERCENTAGE GRADES A-C: This figure represents the percentage of the grades awarded to candidates in all subjects that are A, B or C. PERCENTAGE GRADE A-C ENGLISH LANGUAGE: This figure represents the percentage of the grades awarded to candidates in English Language that are A, B or C in all subjects. PERCENTAGE GRADE A-C MATHEMATICS: This figure represents the percentage of the grades awarded to candidates in Mathematics that are A, B or C. 14 TARGET GRADE ENROLLMENT: This is the actual number of students enrolled in the grade for which the examination is targeted. In all government schools and in most private schools, the target grade is Grade 12 for the BGCSE and is Grade 9 for the BJC. TARGET GRADE PARTICIPATION: This is the number of students enrolled in the target grade expressed as a percentage of those entered as candidates. This theoretically provides a picture of the level of participation in the examination by those for whom the examination is designed. TOTAL SUBJECT ENTRIES: This figure represents the total number of candidates the school has entered to write examinations. These candidates may be found within or outside the target grade enrollment.
