Abstract: The steelband was losing its place in Carnival and the steelband movement was becoming more and more a carnival organization, going into hibernation during the rest of the year. The 1979 Panorama boycott ushered in a new era in the history of the steelband, the era of the "new dawn" with a crucial task to establish a year round framework of steelband activities. Pan Trinbago was able to apply and obtain secondment of public officers for nine months and the steelband calendar was greatly expanded in 1980.
