    Time for Action: The Report of the West Indian Commission

    The West Indian Commission was established by the CARICOM Heads of Government to help the people of the West Indies to prepare for the 21st century. The range of concerns addressed by the report and on which recommendations are made include: 1) government and politics; 2) economic conditions; 3) finance; 4) trade and industry; 5) education and overall development of human resources; 6) social conditions; 7) the incidence of crime and unemployment and the special problems of youth; 8) gender issues; 9) communications; 10) culture; 11) sport; 12) security; 13) the special situation and needs of aboriginal peoples of the region; 14) the place and influence of trade unions, religious bodies, professional associations, and non-governmental associations.
