Among its recommendations are 1) the conduct of surveys into causes of youth development unemployment and un-employability, and youth perceptions and reactions to these conditions; 2) the identification and stimulation of opportunities in areas with potential for wage or self-employment, and 3) determination of the causes and ways or reducing the high incidence of inadequately prepared school leavers.
