    The terms of reference of the committee were to "review the existing system of secondary education in Jamaica, having regard to its relation to elementary education on the one hand, and the various forms of specialised and higher education on the other, as well as to the forms of employment open to those completing their secondary school courses, and to make such recommendations as seem desirable"
