Item Barbados: Social Development in a Small Island State with Particular Reference to Health and Education(UNICEF CAO, 1997-05) Bishop, Myrtle; Corbin, Rosaline; Duncan, NevilleThis study examines trends in indicators in primary and secondary education, and in health, in Barbados, particularly in since 1950, and identified periods in which considerable progress had been made in expanding enrolment at primary and secondary levels, and in reducing the Infant Mortality Rate (IMR). It discussed some of the factors that facilitated the implementation of programmes in education and health, particularly those initiated by the public sector. The study also considered the allocation of funds to the education and health sectors, and examined trends in the ratio of Government expenditure, on these sectors, to normal GDP and per capita Government expenditure in real terms. Some critical areas in these sectors that still needed to be addressed were identified.Item The Socio-Economic Prospects for the Anglophone Eastern Caribbean in the Short and Medium Term(UNICEF CAO, 1997-01) Duncan, NevilleThis paper highlights the fact that the selected evidence presented so far on Eastern and Southern Caribbean economies and poverty indicates a high degree of vulnerability and, in some cases, unsustainably good fortune. A necessary transition to a new economic foundations and the adoption of a new development paradigm is indicated. There is the necessity for a social safety net for the abject poor and dependent populations. New problems are manifesting themselves as stabilizing and adjustment policies take effect—increase in criminal activities, including the illegal drug transshipment trade and the growing domestic use of narcotics, and inadequate waste management, land use practices, and marine management.
